Abuse during foster care in GA

While under foster care, my friend suffered several acts of sexual, emotional and physical abuse at different households. His deceased father's property had been left for him and was sold without him receiving any compensation (Cedartown). At 12, he was adopted by a single man ( Valdosta ) who abused him sexually, physically, emotionally and financially. He is now 24, in need of medical and psychological care. Can we sue the government for him to get the care he needs due to their negligence when he was a minor, and the money from the house sale? Please help
