Speeding Ticket, Pleading not guilty chances

What is the name of your state (only U.S. law)? PA

I got a speeding ticket on 9/17/17 for going 62 in a 35, the issue I have with this ticket is my Girlfriend saw where the cop was sitting and we both saw him pull out, He did NOT turn his lights on to signal that I broke the law, followed me into the town I was passing through, stopped at a stop light, had ample places to pull me over to cite me, but chose to follow me approximately 3 miles past the infraction point before pulling me over. Do I have any chance of either getting my fine reduced or winning this case?? Since he didn't signal that I broke the law at the point of the infraction and pulled me over long after and I was following the posted signs at the point of being pulled over, is he in the wrong?? Any help is appreciated!!!

What makes you think for a second that turning on his lights has anything to do with signaling that you have broken the law? There are any number of reason he may have waited to pull you over. He could have been running your licence plate (which isn't unusual before they pull you over) and the computer was slow.
