    quincy --not be an invasion of privacy but rather a violation of the ordinance that would get a scavenger cited. IN LA THE TRASH can diver is not invading my privacy; instead, he is tampering with a solid waste container. THE rummager is not accused of theft, either, even by LA code 66.28.
