Most likely a subpoena of local video footage or more likely someone recorded the alleged car plate number got handed over to PD. I am quite sure either DC asked VA DMV for more information, or NCIC check was done (but plantiff has no criminal record)- mrmunchkins4

Ah. Quincy, is it true normally that law enforcement officials can use NCIC for the purpose of requesting information for such a minor traffic violation like hit and run in the NCIC system? The answers here seem varied, so I'm not to sure.- mrmunchkins4

Not related. Awesome advise! I'll start from there. I don't know if NCIC allows searches for non-stolen license plate numbers? I have no idea to be honest, I am clueless in matters of federal database systems.- mrmunchkins4
