     Security Deposit in Wisconsin

     If I signed a lease and the apartment is rented out with a new tenant before I move in does the landlord owe me the security deposit back? I thought they do but am not 100% sure. I checked out the state web site and it doesn't get too specific. Any insight is appreciated. Thank you.
