I live in Vancouver, BC, Canada. I believe the rules we are governed by are the Strata's Bylaws, and the Strata Property Act ( http://www.bclaws.ca/civix/document/id/complete/statreg/98043_00 ).
The bylaws have nothing about building access keys in it (or any keys).
