What is the name of your state? TEXAS (now a resident of SC)

I lived in Texas at one time many years ago. My father still lives there. He got a notice last week (May 2005) about a ticket I got for not having my license with me in Jan 1995. I don't even recall this at all. However, my question is in regards to a statute of limitations. Call me stupid, but does something like that exist for this kind of situation. Seems odd that they would have just notified me, over 10 years later. I have never not had a legal drivers license. So, I am making the assumption that it would have to have been a situation where I just didn't have it with me. (Bad, I know, but I was very young and stupid then). My license has never been suspended for any reason, so I know I was a legal driver. I just couldn't prove it, I guess?? So, is there a statute of limitations on this?
