3 Q's in re: Rats, used condems and carport

I am having problems w/ new upstairs neighbors. They have rats. This is not permitted as the only animals allowed are cats. We now have baby rats outside. I noticed them on my back porch. Thank God they haven't found their way in. I am afraid of infestation. :eek:
Landlord notified but no action taken. What legal action can be taken here?

Same upstairs neighbors have a littering problem where they throw trash, lit cigarettes(possible fire hazard when the wind catches and they blow right up under siding on my back porch) and used condoms :eek: down from their balcony. Once again, no landlord action after several complaints. What can I do about this? Could neighbors legally get into trouble by improperly disposing of their bodily fluids? This has happened three times already in less than 6 weeks.

Also, I have a question about carport rental. There is a sign on the carports that states, "Parking by permit only. Unauthorized vehicles will be towed." Tenants have been told to stay out if they haven't rented these spaces.

Most of the time I cannot use my carport as someone is in it.
I have not been required to sign a lease on the carport. I asked the apt mngr to prorate my carport rent. She stated she didn't have the authority to do this. Since no lease has been signed and because most of the time I cannot park in my designated carport-am I liable to pay for parking?

Also, the courtesy officer(who is also a police officer), when called about this problem will not have the vehicles towed, I believe, because the mngr has failed to provide the permits. Would it be legal to call a tow truck myself to have a vehicle in question towed, at the owners expense of course?

I wish the rats were wearing condoms. Then I wouldn't have baby rats running around. :D

I think the condoms are coming from the teenage kids that hang around up there. It's scarey! These are middle school kids. I guess, at least, they are practicing safe sex.

As far as a lease...I actually did sign a lease for my apt 11-8-03 for a period of 12 months. So I guess I am really not under a lease agreement at this time. I have also addressed this issue about resigning. The lease that I did sign over a year ago stated that as far as pets, we are allowed 1 cat. It also states no rodents or reptiles allowed. I have wondered if the rats were for a big snake of some sort.

As far as a carport lease-I have never signed a lease on that, but have been waiting since January. At that time the mngr stated that they did not have the leases from the mngmt company yet. She was supposed to call me when they came in. They do have them now and I have asked about it but they said I could sign the apt rental lease and the carport lease at the same time. **A: you are a month to month tenant and do indeed have rights pursuant to the Indiana L/T law. Since you hold such tenancy, you could just give proper written notice and vacate.

I remember seeing "Willard" and "Ben." Rubbers don't help. The lambskin just made the killer rats HUGE.

Have you considered throwing them back up there? Maybe buy a few dozen of your own, fill em with Ivory dishwashing soap and leave them on their doorstep? I bet that would get their attention.

Thought about it, but I don't want to touch them. Not even w/ my "rubbers" on...gloves, I mean. :D
I do like your second idea though. If I didn't think that it would amuse them, I would do it...in a heartbeat.
