I live at a board and care and I went home for the weekend and one of the staff members came to check my room to make sure it was clean and she said that she "accidently" (which is bull) stumbled upon the contents of one of my bags and when she saw what was in that bag she searched the rest of my bags and then she took 8-10 of my bags because they had food or something in them (we're not allowed to have food in our rooms). Now, I know the 4th Amendment is supposed to apply to police and such but that has to be some sort of violation of my rights, can anyone help me out here?

It might fall under landlord tenant laws however it might not and you may have to abide by the rules of the board and care.

That's an issue between you and the care facility. If they stole something, you can call the police and file a theft report. If they damaged something, you can sue them for the damages. If they caught you breaking the rules, you can move or you can apologize and promise never to do it again.
