What is the name of your state (only U.S. law)? New Jersey

This forum is my only hope to get this issue resolved. I have been trying to obtain a passport for over 8 months, I gave ALL the information needed at a local post office, and I told them I planned on going on vacation in about 4 months, and they told me I would receive it in 3 months. After waiting for
4 1/2 months I receive a letter asking me for 2 MORE forms of Identification.

Here is where the problem started, I have NO criminal record, have never been arrested, and I was born and raised in New Jersey. I may or may not be able to get my high school transcripts ( have not been in high school for a LONG time)
I called the National Passport Center REPEATEDLY to explain I do not have any more identification, and I kept getting the same answer for 2 months.

Answer 1: "Sir there is nothing we can do your case is being processed"
Answer 2: "We will get a supervisor to call you and speak to you"

This has been going on for about 10 weeks, and noone calls my house, and noone has even given me the slightest idea on how to get this resolved.

There asking for 2 more forms of I.D. but I only may be able to get 1 more, by the way they have my REAL birth certificate and have had it the whole time. Please give me some advice.

What forms of ID are they asking for? You can provide a driver's license, a social security card, credit card, affidavit notarized by a notary public, etc. You need to speak with a supervisor and understand what is the reason for the delay.

See, that is the problem. The letter doesn't really specify anything beyond high school transcripts and "another" form of I.D. which I dont have.

I gave them the following:
Drivers License
S.S. card
Proof of Address
Picture I.D.
Original Birth Certificate

I don't know what else they want, but I have called about 9 times and every time they keep saying a supervisor will call me, noone does, and when I ask to speak to one they refuse to allow me to speak to one each time. I'm very frustrated because it seems that they are very unwilling to help me and would rather keep brushing my case to the side.

Here is a list of the local passport agencies. Depending on which one is closest to you, you can try going there in person.

You can also try to email your questions and explain the entire chronology, if you are not able to get a qualified person on the phone.

Most e-mail inquiries are answered within 24 hours.

At some point you will need to get a professional to assist you in drafting written correspondence, as clearly phone calls are doing no good.
