What is the name of your state? PA

OK a friend has a daughter. Right now she has a learners permit. She went out with her boyfriend and they took my friends car without his knowledge. The boyfriend has a drivers license so he drove. Durring the evening the boyfriend backed into a parked car. He didn't stop, but instead took off. This was witnessed by a police officer who attempted to pull him over. He fled and durring the chase did some damage to private property, my friends vehicle, and to the police car. I have a couple of questions.

1. Will my friends insurance pay for it?

2. Does he have to file a stolen vehiclle report to get them to pay for it?

3. Can my friend get in any trouble if a stolen car report is not filed?

Can't file a stolen vehicle report since he already has the car back. Whether he/his insurance will be liable for the damages will depend on the specific circumstances and his insurance company will determine it through investigation.
