What is the name of your state? MN

My exhusband hasnt seen the kids in approximately a year. He was given supervised visitations (with his parents) 8 years ago because of alcohol abuse. Since the divorce he was convicted of felony child pornography and completed his prison sentence. He is considered a sex offender and isnt allowed to be around children under the age of 18, until he completes sex offender treatment, which he refuses to do. He is currently $53K behind in child support, has no intention of ever supporting the kids.

I am sure his parents are going to be quite angry about this. They have enabled him since day one. The kids see them maybe 3 times a year.

What are the legal requirements to terminate ones parental rights. Is each state different.

Are you married? In order for an adoption to take place a step-parent must adopt. The length of the marriage, in order to adopt, is different in every state.
Your ex would have to consent, however given his current status as a sex offender, you would have a stronger chance than most to TPR w/o his consent.
The time frame for abandonment also varies from state to state. Usually it falls between 6 mths to 2 yrs.
