abuse of a power of attoney

What is the name of your state? washington

My mother is 80 yrs has a few memory problems but still is getting by. About a month a go my mother asked me to take her to a new attoney so that she could make some change to her will. In these changes it took the power of attoney away from my older sister and gave it to another sister( by the way the power of attoney that she drafted with the new attoney was only if she was deemed unfit by her doctor. The very next day my sister took her back to the old attoney and had a full power of attoney made in affect at day. Now my sister is hidding my mother and filing a hassement order on my mother behalf when she is not even in the state. Please help
