abusive bio-fathers rights

my daughters bio-father is an alcoholic.He has been in jail at least 43 times,5 of which were felonies.He pays no child support and lets it be known he will never pay.The divorce has been final 2 years and the 9 yr. old child has been in counseling ever since.The bio-father continues wanting contact,but the counselor,a liscensed child psychiatrist,says that in the best interest of the child,she should have no contact.he continues to harass us and going to jail only gives us temporary relief until he gets out.please can someone help us.my daughter deserves a normal life.We live in kentucky.

You should go down the local court and get the papers for a Restraining Order. Be specific in the decription of problems.

I would also see an attorney about terminating his parental rights and/or filing contempt charges for non payment of CS.
