Accident involving company vehicle

My best friend's husband drives a sweeper truck and was recently in an accident where a woman rear ended him while he was sweeping a parking lot...because it was on private property
the bosses at his place of employment came out and took pictures of the scene and have since found out that her insurance would not cover and that he is going to be responsible for the repairs to the sweeper truck. They have informed him that they will be deducting approximately $700+ from his check to cover this...we are all wondering if this is common practice, if they have the legal ability to do this and if anyone knows of anything he can do to prevent this or to get the money back should they take it before it can be stopped. Any and all advice will be greatly appreciated.
