You implied that your brother is on the account. That he had your permission to access the account. Now you are saying that he is not on the account and does not have permission. You are not going to get good answers to your questions if you do not explain things clearly.

You should close the account, post a fraud alert with the bank, report any theft of funds to the police, and keep all account information from easy access by your brother.
