Can a producer submit a film I acted in to film festivals without first getting a signed Actor's Release from me?What is the name of your state (only U.S. law)? What is the name of your state (only U.S. law)?

First, the festival can establish whatever rules they want for acceptance of films. It's quite reasonable for them to require releases so they don't get involved in any litigation that your actors may take later on.

Often they don't require the releases at submission, but will require them at the time your film is invited to actually be viewed at the upcoming festival (typically you just assert you have all the releases and clearances necessary for the public exhibition).
