My husband wants to adopt our 3 year old daughter. The Bio father wants nothing to do with her and has never paid support since he left 2 years ago. How do we start the process, we have no idea where to locate the bio father. Any Idea where to start and what the cost would be. Do we need to go thru an attorney or can we do this ourselves. Thank you for any help. We are from Pennsylvania.
