adoption by a step parent

Yes I live in the commonwealth of Virginia and I adopted my step daughter who is know 19 almost 20. I want to know can the biological mother, or adopted daughter take me off the birth certificate without my knowledge

I am unsure as to what you mean by that -- i.e. legal affect? There will always be a record of this though with your name on it. If you did adopt her, the only way to negate this is if daughter disowns you or you disown her.
