What is the name of your state (only U.S. law)? We all currently reside is Salem, Oregon. Objective of adoption is to establish eligibility for the child to use my GI bill educational benefits.

So mom realizes this terminates her parental rights and she will not longer be related to this child? Also, where is the child's father? Sad that a parent would sell their child.

Are you by any chance married to the child's mother?

"To be eligible for the Chapter 35 Post 9/11 GI Bill, you must be a spouse, son, or daughter (including stepchild or adopted child) of a veteran or service member."
So if you are married to the child's mother, that child qualifies, no need for an adoption.
