I am living in Indiana, and have a question about my husband adopting my two oldest children. He has been here since August of 1999, and we are going for our Green Card application interviews in August of this year. He and I both wish for him to adopt my children from my first marriage. The children are 4 and 3 and their biological father is willing and eager to sign over custody. My question: At what point in his immgration process can my husband adopt the children? Does he have to be a US citizen to do so? We also have one child together, a son born 8 months ago, if that makes any difference. Any advice?
