adoption of stepchild

i am in texas and would like to adopt my wifes two year old daughter. we do not have much money right now, and her ex-husband is in the marine corps but not paying child support since sept. 2000. how can we go about getting this done as soon as possible so i will not have to worry about him showing up in a few years and starting trouble.
