My question is this...

If I have had children in my care for 2yrs and we have just now gotten to the point where the parents have been TPR'ed and they are saying I have to complete MAPP/TAPP before we can proceed. (10 Weeks) Shouldn't I have been told this long ago so that I would have taken these, and would have actually received benefits for doing so? Who's responsibility is it to notify me of this? And can I hold DCF responsible for NOT telling me? If not how would I have known this? Today I have received nothing from the state to take care of these children.

Thanks for the reply.. I do have one, er I should say I had one, I am looking for a new one now, the one I had dropped off the face of the earth and will not return my calls going on 3 weeks now :(

Things may have changed, but 2 years ago MAPP/TAPP could not be started or completed before the TPRs.

No, you cannot hold DCF responsible.

You haven't been recieving any state benefits for the children at all?
Did DCF set up custody for you?
