Have to be notified of an adoption? Yes. Several attempts are made to notify the biological parent in the event of an adoption...But after attempts are made to notify without such luck, the adoption can proceed. IMO, if you cannot find the bio parent after several attempts then there is something wrong right there...and the adoption should always proceed.

Attempts made are serving of the papers..If that is unsuccessful trying to find out where the parent is living...If that is not successful then some have posted the announcement in the newspaper of the last known place the parent was living. Those are attempts, but if the parent is no where to be found then it's probably best that the adoption should continue.
