What is the name of your state (only U.S. law)? CO

If i want to charge people for letting them use my website space to advertise, do i need some sort of license or anything?

And does that count as income, and tax etc.?

Well you probably should have some agreement that you will display the ads and they will pay.

Of course it is income.

ok so its like a civil contract between the two people, just making sure one will pay and other will complete the job?

There is no license needed from the city or whatever like, I know if you wanted to sell merchandise you have to have some sort of license.
