Curious...how is it that the U.S. government can penalize a state government agency or private company for discriminating against a job applicant because of their age, yet several jobs are "locked out" for people over 37 within the federal government? Specifically, military and law enforcement jobs cannot be applied for if the applicant has reached their 37th birthday prior to appointment. How can they do this?

There are various legal loopholes that the feds use to get away with this. Some are better (intellectually) than others. It is to a degree part of the idea that the king (the feds) can do no wrong.
