alchoholic unstable condo owner

What is the name of your state? Massachusetts

We have an owner in our six unit building who is a full blown alchoholic. She brings with her many unsavory characters that have wreaked havoc on our community. The biggest problem is that she and her current boyfriend have started five fires! None of them have done damage but have scared the hell out of the rest of the owners. She drinks and smokes in her unit and cigarettes have been the cause of three of those fires. The owner above her is trying to sell and is having a hard time. There are many other issues that she has brought upon the rest of us. Is there any thing we can do to stop her and bring stability and safety to our homes? We have tried meetings, letters and face to face talks. But, as most alchoholics, she makes false promises.

Please help!
