alcohol and cigarrettes

in the state of vt, can a parent allow his minor child to consume alcoholic beverages and smoke cigarrettes in the privacy of his home, as long as it is done under his supervision. isn't this against the law? also, is it against the law for a 17 yr. old to be "involved with" and 27 yr. old. is this considered statutory rape, or does this fall under the category of "age of consent"?
