Can parties enter into a amendment to a divorce degree without going back to the judge, if they have thier contract notaries and filed at the local court house?

My response:

No. Any such amendment must be "blessed" by the court; especially if there's ever a need by either one of you to invoke the authority of the court at some future time with regard to a breach of the agreement.

In other words, you cannot assume, remove, subtract from or add to, the jurisdiction that the court has over your divorce by changing the judge's signed terms and conditions of the decree by using a "private agreement". It doesn't work that way, and it will have no legal force or effect on either one of you.
