I have been a home improvement contractor licensed in Connecticut since 1996 without a blemish. Last year I moved to Florida to be closer to my children. Since last February I have been undergoing the tedious task of getting licensed in Florida. After completing all required testing, references, credit checks, board hearings, General liability Insurance, workers comp and being approved for my county registration, my final step is registering with State of Florida Department of Business and Professional Regulation.

I am in a very difficult position because in 1981 (at the age of 17) I made a poor decision and got a third degree felony conviction for burglary. I “paid my debt”, moved forward and became a carpenter.

The “DBPR” is requiring me to provide proof of clemency or restoration of civil rights as a result of this conviction. As it was verbally explained to me 24 years ago, my sentence was not long enough to prevent me from voting and I had not lost my civil rights. I have voted in the past with no trouble.

I did research the DBPR website before moving, I would have had to call for the application to become aware of this requirement. That would not have changed the children from moving here But I would have had since 02/04 to resolve this. Now I am in a difficult position because I really need to work. I have been searching the web for an answer and found nothing that can help or that goes back that far.
