Annoying Collection Calls for former neighbor

What is the name of your state (only U.S. law)? California

We're getting collection calls daily for a former neighbor. They call us, ask for this person by name, and we tell them this person doesn't live here. They then promptly hang up without another word, but then call back the next day. We get the calls every day, even Sundays.

A couple times, since I now recognize the caller ID, I've picked up the phone and said so-and-so doesn't live here, please stop calling - but they hang up before I can finish the sentence.

Can I make a report to the FTC with only the caller ID and number? This individual hasn't even lived in this apartment complex for 2 or 3 years, and certainly never lived in this apartment. I know it's legal for collectors to call neighbors to try and find someone, but how can I make them stop calling me when they always hang up before I can make the request?

I don't take the calls anymore, since I'm aware of the caller ID, but honestly, this is just crazy.

Any advice here is appreciated!
