What is the name of your state (only U.S. law)? Washington. Our tract is on the edge of a river. The HOA has acquired an easement across the property of one of the owners to allow access to the river by the other property owners. The HOA is assessing the members for the cost of this owners property tax and insurance for that portion of his property. I don't intend to use the easement. Can they assess us for another owners tax and insurance. ? Do I have to pay?

I have septic on my property but my monthly water bill includes a charge for the city sewer system. Do I have to pay? Yes.

I have no school age children but my property tax bill includes school tax. Do I have to pay? Yes.

I'm sure if I thought about it I could come up with many more things that I have to pay for that I don't use.

On the other hand, your contributions to Social Security pay for my Social Security retirement benefits. Thank you very much for that.

Your income tax payments contribute to my VA health care. Thank you very much for that, too.

If you never have an auto or homeowners insurance claim, all of your premiums that you pay go to pay claims that other people incur.

So, you see, all of us pay something toward things we don't use.

Get used to it.

Oh, what I don't pay is HOA dues or assessments because I don't live in an HOA.
