What is the name of your state (only U.S. law)? minnesota

I work at a small company, 45-50 employees. Due to reasons irrelevant here, one of the staff is paid as an independent contractor and as such is not afforded many of the protections supplied under the employers responsibilities.
A comedy of errors has ensued. Her need to keep the peace has fed the madness, he has designated himself as her closest friend and confidant although she does not communicate with him outside of work or work related issues. He recently has taken it upon himself to speak for her without her knowledge or permission to her superiors. While the employer is aware of the behavior, not only is a blind eye is being cast on the situation but one superior has taken advantage by discussing her work status with him to gain information. He is outwardly hostile to any other co-worker who tries to speak with her. She has quit communicating with his subordinates to keep them from losing their job, despite the fact that she has been “employed” with this company since its inception and hired most of them. He has been to her home, uninvited and hangs there for long periods of time – on the occasions she is aware of.
She is a dear friend of mine, she is a cancer victim and this stress is affecting her health as well. She has asked that I not have his knees taken out as a warning, so I’m trying this forum first. I’ve been to the DOL.gov website but it’s so overwhelming. Does she have any options?

in too many ways to itemize here. Let's call it a hostile work environment then. let's call it borderline stalking. whatever it is called it is affecting her life in a negative way and causing her stress
