Can a person who is on private property be charged with disorderly conduct? If so, can a State Trooper who was not in pursuit of this person also search and have their vehicle impounded when the person was not even in the vehicle when Trooper pulled into driveway?

It doesn't sound right to me. But disorderly conduct can happen anywhere. You can be on private property and be charged with it, if indeed you met the statute's requirements.

To find out: go to state laws, then state statutes, then arkansas, and look under the criminal code or penal code.
