Association amok?

I live in a condo complex, that has an association. Well, the first two years I lived here the people who ran the assoc. did nothing but took our money. They didn't even keep up with the lawn maintenance. (This is a college town, with lots of students, and they didn't seem to care)

Recently the assoc. was bought by another real estate company. I pay my dues in a 6 month block, on time, every time. However when I try to call the assoc. to get them to repair anything to the exterior of my condo, they give me a run around about not having any funds due to some people not paying them. (IE, my door frame is totally rotted, and when it rains it just pours into my carpet, my roof is missing shingles and leaks) The lady in charge of the assoc. accepts responsibility for the repairs, (verbally only) but tells me to get my landlords to replace/fix what ever is wrong. She also says according to the by-laws that in order to fix my roof, she has to fix every single other roof. My landlords insist it is her problem. Meanwhile this leaves me with soggy carpet and a leaky roof.

I asked the lady for a copy of the covenants and by-laws. She said they can't get enough people to be on the board/committee, and they don't actually have either of the two. (Something about them being lapsed)

Also, if indeed they are liable for the exterior, are they liable for any damages to the interior CAUSED by damage to the exterior?

Are you an owner... or tenant??
If an owner, start documenting your requests.... in WRITING. Start goingt to the board meetings, etc.
If a tenant... contact your landlord.
