My neighbor needs info: He has had to live off his credit cards due to a disability and has had to take several large cash advances on them. It has come to the point that he can no longer make payments, and still has not gotten his SSD. Can he file bankrupcy? Can the cash advances be discharged? He does not know what to do. He thought he would have his disability by now and able to pay. How long after using his card can he file? He wants to know what exactly is 'fraud' and would that be the cash advances he took for living expenses? He is totally confused and I don't have a clue, that is why I am asking for him. Thanks.
