Barking dog renter in a Condo

What is the name of your state? IL

I am on the board of a condo association. We have an owner who rents his unit to a couple of dogs (and their owners, but we don't hear them). The dogs bark constantly when the owners are not home. We currently do not have any pet restrictions. The renter's lease is up in a few months. Do we have the right to tell the owner that he cannot renew their lease due to the nuisance? If not, would we be able to create a new rule resticting dogs to one per unit, and then not grandfather in the renters, forcing them to move? Could we not grandfather renters but allow resident owners? Could we just restrict renters from having pets altogether?
