Been deported, can he come back?

My ex was deported about 3 years ago and appealed the deportation but still got deported. He had been in jail and prison a few times before he got deported too. He also tried to file bankruptcy but it was denied and he got in trouble for lying to the irs. He is saying that he is marrying a govt worker now and coming back to US. My question is this...do you think he is bluffing, or is this possible for him to come back? Thank

Its highly likely that he is bluffing.
