What is the name of your state (only U.S. law)? Florida

A few months ago my grandparents lost their house in Florida as they couldn't afford to pay their mortgage anymore. They moved and have been staying with my cuzin in Florida while they figure out where to go next. My cusin doesn't work, her husband does and they have a 16 year old son that was born with Cerebral Palsy and has always been in a wheel chair, and my grandmother suffers from alzheimers. Last week someone called the house saying they were from medicaid and they needed to speak to my grandmother about her case, my cusin was not home only my grandmother and my cusins son and they asked them a ton of questions about their living arrangements, income, etc etc. Long story short the day after both their cases were closed, their insurance was canceled and my grandmother lost her food coupons. When my cusin called they told her that under florida law since grandmother is now part of her household they needed to reapply under one case and that her husbands income was enough to support the medical needs of both his son and grandmother.

The boys physical therapy, nurses aide which he previously qualified for even with daddys income was canceled and my grandmother cannot go to her therapist- What should we do now? What can we do? Was what they did even legal, speaking to a minor and an elderly woman suffering from dementia??

Any advice would be helpful...PS I'm in NY BTW, they are in Florida.
