What is the name of your state (only U.S. law)? California/North Carolina

I was born in California (1984) and adopted by my father a few years later in NC (1988). I have never seen the amended birth certificate only the original and the adoption certificate with my new name and naming my step father as my father. I was given these papers a long time ago and lost them in a move.

My question is how do I get a new birth certificate? Would the NC courts have passed along the info to California to have my birth certificate amended or is this something my parents would have had to do on their own? Do I need to order the original birth certificate with my first name and get the adoption certificate from NC as well?

I would just ask my parents but unfortunately my dad passed away and I have no contact with my mother.

your parents would have been responsible for getting your bc changed. Order the original bc, a certified copy of the adoption and then send all the paperwork to the dept of vital stats where your bc was issued and get a new one
