Birthmother deceased, Can we get records released anyway?

I have been searching for my birthmom my whole adult life, and now I have found out that she is deceased. She adopted out my brother, whom I have just found out about through my sister whom I also just found out about! I am afraid that I have sibling out there that have been adopted out, and I will never find them. Can I petition New York to release any adoption information pertaining to any children that my birth mother had? They are all over 18 years old. Me and my sister both registered with the adoption registery for siblings in NY, and if our siblings don't register we will never find them, it seems silly to me. Me and my sister did an experiment just to see how accurate ny's registry was, we both registered and asked for each others contact info, well ny wrote us both back and said neither one of us had a sibling registered. New York is not thorough at all with these records. What can we do?
