What is the name of your state? Idaho.
I own the only bar in a small religious community. There a couple of new police officers who (even though this town has a huge drug problem), have dedicated themselves to stalking my customers to the point that it is affecting my business. They hide in the parking lot and wait for people to leave, they come through and check license plates so they know in advance who they are dealing with,(whether or not its someone they might be scared of). They usually always pull over women. Over the past few years, my customers have dealt with harrassment, entrapment, and brutality, but we can't seem to get anyone to help. When we call them for assistance, bar fights, vandalism, theft, etc., they won't show up. What can we do and who do we turn to for help? What is the name of your state?

You find a civil rights attorney. Your problem is proof, some of which may best be obtained from former police employees or other insiders. You need to be able to show that they are deliberately targeting your business clients and deliberately not responding to your calls (and, of course, that they don't do this to any other businesses). You can't go back years on this, you probably have a two-year statute of limitations, and if it is city police, some actions only have a six-month limit. Cases like this are more frequent than you know, especially in small towns. Our firm recently did such a case where a bar was targeted and had great testimony from former police officers regarding the deliberate targeting in order to put that bar out of business. The harrassment was much more severe than what you describe, and caused the business to fold up. However, the jury was convinced and gave a sizeable verdict against their own town's police chief. My point is that such harrassment does exist and there is something that can be done about it, and it has been done successfully before. At the moment, it does not sound like your damages are large enough and this is just an annoyance; after all, your business is still operating. Before you go through the trouble and expense of filing suit, wait until you have some substantial harm. Sometimes it is best to get a civil rights attorney from another town, because of local politics. And of course, your attorney will file in federal court (again, to avoid local politics)--if not, get another attorney.
