I purchased a truck in Hawaii with outstanding tickets. While trying to register it I was informed the tickets need to be taken care of and a Letter of Clearance needs to be issued before a current registration is possible. A no insurance violation occured while the vehicle was registered to an owner previous to the last one. The DMV is now requiring me to produce a Bill of Sale between the previous two owners, before they'll issue a Clearance letter for my current registration. There isn't one. I have simply, a Title, outdated registration, and a Bill of sale all naming the person I just bought the vehicle from. There have been no tickets issued since the Title and registration was transfered to the last owner. The violation occured previous to the new registered owner. It seems the Hawaii DMV wasn't paying attention way back when and is trying to find some way to cover their loose ends. Can the last owner write a predated Bill of Sale, pertaining to his aquiring the vehicle,with his signature only?
