I am employed by the City of Bellingham Washington and I am facing a future layoff due to reduction in funding (Loss of excise tax money). Though I have 12 years seniority, the City has begun unfunding the higher classified positions. I have been to the Civil Service Commission to request that the rules regarding the reduction in force and reallocation be followed. The job duties and seniority have not been addressed by the Commission, and my letters to put the subject on the agenda are ignored. 2 positions have already been placed into a lower pay grade, with essentially the same work. The union will not defend the loss of these positions saying management has the right to reorganize. Who has authority over the Civil Service Commission and can make them follow their own Rules?
