Brother Received a Ticket, but LEO Issued it to me

Hey guys, my name is Elijah. I'm a new member and this is my first post.

Last night, my brother, Ethan, and his girlfriend went over to a friends house. The girlfriend was driving the car home when they got pulled over for having expired tags on the license plate. The officer gave my brother, who was sitting in the passenger seat, a ticket for having expired tags.

The problem is the officer put my name and DL# on the ticket and issued it to me. I've been living in Boston for a few months. My brother doesn't have any of my old licenses or anything like that.

So, I suppose I have a few question.

1. How did the officer mistakenly put my information down on the ticket? I was not driving the car and reside in another state.
2. I've called the St. Highway patrol and they wrote down my name/phone number to give to the officer, but is there anything in specific I should say when he returns my phone call?
3. I cant imagine that this situation is common, but has it happened before? How should I proceed with this? I certainly don't want the ticket, but my brother is 19 and in school. A $200 fine is not the end of the world for me, but is the officer allowed to issue the ticket to me when my brother's girlfriend was driving? I don't own the car either, it is my parents who own the car.

My brother was laughing his ass off when he called me yesterday to say the officer had accidentally issued the ticket to me instead of him.

Any advice or insight would be greatly appreciated.

***** UPDATE *****

I just spoke with my brother again. He didn't even hand over any form of ID to the officer, as he was sitting in the passengers seat. His GF, who was driving, handed her ID over, but nothing from my brother. The officer did not receive any form of identification from Ethan.

How did the officer have any of your information if you weren't even in the car?

The ticket for expired tags would be issued to the owner of the vehicle. Elijah may be the registered (titled) owner of the vehicle, letting brother Ethan use the car.

More facts might be nice. :)

Zigner, actually, in CA different counties have different policies with regards to issuing citations for vehicle equipment. There are three methods I have witnessed here ...

One, issue the ticket to the driver and tell them it's their problem to sort out. However, since the state requires an "owner responsibility" box on the Notice to Appear, this is sloppy and should not be acceptable anywhere (though I have heard of this practice in use in some places even still).

Two, the driver is issued the ticket for the violation, but for the mechanical/paperwork violations, the "owner responsibility" box is checked and presented to the driver even though the ultimate responsibility will fall upon the registered owner and not the driver.

And, three, the driver will NOT be issued a cite for issues that are the owner's responsibility. Any such cite to be issued will be mailed to the R/O. (I know firsthand of only one county that this is done, but have no doubt that it is likely done in others of the 58 counties out here).

The most common seems to be method two.
