What is the name of your state? Los Angeles, CA

Are there any laws requiring soundproofing before installing hardwood floors in an apartment or condo? We have some very inconsiderate and rude neighbors a floor above our condo. We have tried asking them to stop their children from jumping or bouncing stuff at 12AM, but they don't seem to care. They have hardwood floors and someone mentioned that California may have a law requiring soundproofing first?

Check with your HOA or management, many HOA have such rules for 2nd and above floors occupied by others, for the very reasons you cite. If the noise is going on in the middle of the night and is intentional, call your managemnt and or the police. Many HOA will fine the offender if they have such a clause, however they may or not require them to modify or carpet the floors.
