Can an employer refuse to pay me because I did not work while on the clock.

My employer is trying to not pay me for the month of June 2017 because I did not work that hard. Can he do that? Or does he have to pay me no matter how much work I did while on the clock at the office?

No he can not pay you if you were there. Sounds like your employer is a bit of an outlaw. You can file a wage claim by submitting this form.

I think that you meant to say "cannot, not pay you if you were there." Or, in the alternative, he "must pay you if you were there".

He cannot NOT pay you at all.

But if there is any time for which he can prove that you were not working, even though you may have been physically present and on the clock, he does not have to pay you for that. Notice that I said PROVE. In the absence of proof that will stand up in a court of law, you get the benefit of the doubt.

That being said, if you are not working to his satisfaction, he can fire your ass and there's not a damned thing you can do about it. Nor does he have to have an iota of proof to fire you. He has to have proof to withhold your pay, but he doesn't have to prove a thing to fire you.
