Can An Employer Require That You Stay?

What is the name of your state? OH

My friend's H1B expires in 2007. When he spoke to his employers legal department he was told that they were changing their policy and will require employees who are receiving their green card through them to stay and work for them for an unspecified (at this time) amount of time. If you do not you will be liable for the costs.
Is there a limit to how long they can require you to stay in their employ? Does INS restrict this or is it totally at the descretion of the employer?

The employer is sponsoring the visa and they cost a lot of money. So tell your friend it's either honor his committment or go home...all the way home.
 
Thank you for your response....however that was not what I was asking. You are making assumptions without having all the information. I never mentioned anything about my friend not wanting to stay with his present employer if they should apply for his green card.
I wanted to know if the length of time was solely up the the employer or if it is regulated by the INS.
