Can foreclosure to collect on judgment lien occur at any time?

What is the name of your state? California

My Mom has several liens attached to her property (via quit claim deed from Dad, who had the liens). My question is....Can the lien holder proceed to foreclosure to collect on those liens at any time? My mom already had someone attempt to foreclose on second mortgage, but she paid the lien holder the amount due. Can this happen again with the first mortage and another lien that is on the property? I can't seem to find my answer in the California Code. :(

**A: yes, the judgement lien creditor can take action to foreclose.
