Can I apply for H4 to F1 COS while H1b is in progress

Hi, I am currently on an H4 dependent visa. My h1b petition is picked in the lottery in April 2017.It is currently in Received status.I have applied for Masters in a couple of universities got admission for Fall 2017.My question is if I can I join the university and change my status to F1 while my H1b is in progress? If my F1 is approved before I get a decision on my H1b, does that have any impact on my H1b application approval process? What happens if H1b is approved while my H4 to F1 COS is in progress? Also, can you let me know if F1 is approved and H1b is approved at a later date, does that automatically cancel F1 and can I continue working on H1b?will that have any impact on my H1b petition?

You can try, but there's strong likelihood your F1 is going to be denied with the intent you seem to havem.
